Call to Order: The Planning
Commission/Zoning Board of Adjustment meeting was called to order in
the Panton Town offices at 7:12 p.m., by S. Hofmann, Vice Chair. A
quorum was established.
Approval of Minutes: Acting Chair Hofmann asked to have the word “claim” added to the minutes of December 2, 2004, page 2, paragraph 1, line 17. Motion by R. Moulton to amend the minutes as such, seconded by M. Hermann. So voted and motion carried. Motion by M. Hermann, to accept the minutes as amended and seconded by R. Klein. So voted and motion carried.
Old Business:
Mr. Bourgeois asked on the status of the Town Plan. Vice Chair Hofmann
explained there will be an official hearing Thursday, January 27, 2005
and the plan will be available for review in the town offices by
Monday, January 24, 2005.
R. Moulton advised the Commission that Charles & Denise Strona on 22A also are waiting to subdivide.
Vice Chair Hofmann mentioned that he spoke with Chair Raphael regarding
permitting fees and that Chair Raphael agreed the fees should be
increased. The new fee schedule prepared by Zoning Administrator E.
Hanson was reviewed. Included in the new schedule is penalty for
non-compliance which would be 25% before discovery and double if done
after discovery plus the appellant would incur any legal fees. Motion by R. Moulton to approve new fee schedule as submitted and seconded by M. Herman. So voted and motion carried.
Vice Chair Hofmann mentioned that Z.A. E. Hanson couldn’t find many of
the zoning files; site plans and septic plans in the files. He called
former Z.A. D. Dows who had the missing information. He left a full box
of files at the Town Clerk’s office a few days later. Evidently D. Dows
had two sets of files, one of which he kept at his home and one set
which was located here. The information in the box was missing
information on the Laura Lee Bushey property and the Vorsteveld
permitting process which E. Hanson has been working on.
A. Tisbert mentioned that the DeGraaf barn has been bulldozed down and pushed into a pile in the field.
New Business:
R. Klein informed the Commission that International Paper may be
performing an experimental burn which will last two weeks and there
will be many agencies watching them from Vermont and New York. He
further added that IP will probably get the permits to perform this
burn but if they should get to a certain point the burn will be shut
down.
D. Mueller presented a sketch for a proposed subdivision on the North
side of Panton Road and asked to be placed on the agenda for a hearing
or tell him what is required to accomplish the subdivision. Steve
Revell has designed the septic system and now D. Mueller would just
like a consensus that this may be an ok thing to do. It was discussed
that the subdivision is plausible; subdividing to a ten (10) acre
parcel vs. a two (2) acre parcel. D. Mueller will fill out the
necessary paperwork to get it started and it was mentioned that the
permitting process probably wouldn’t be completed until mid March.

Motion by R. Moulton to adjourn at 8:15 p.m. R. Klein seconded the motion. So voted and motion carried.
