Call to Order: Chair R. Atkins called the meeting to order at 7:10 p.m.

MinutesMotion by J. Moulton, seconded by A. Sullivan, to approve the minutes of June 14, 2005 as written. So voted. Motion by A. Sullivan, seconded by J. Moulton, to approve the minutes of July 11, 2005. So voted.

Road Foreman Report: P. Bodington reported that he was looking into the purchase of a chloride spreader which would cost the town about $6,000.00 to get set up. This would be used on the following roads: Hopkins, Stove Pipe City, Slang, West, Adams Ferry, Spaulding, Allen, and Grandy. The Selectboard questioned whether he would have time to do this as his schedule seems to be so full to which he replied it would only take a half-hour to forty-five minutes to spray a road. He added that this would be a cost savings as opposed to have the work subcontracted out. The Selectboard will take this under advisement. P. Bodington advised that he added two more sections of blacktop to the bid; Arnold Bay and Adams Ferry Road. He said that it was torn up probably due to lack of base and manure hauling. He doesn’t know yet how much it will cost but they will be here tomorrow to begin paving. The Selectboard mentioned paving Lake Road as the corner is very dangerous but P. Bodington stated he didn’t have the money for it. Chair Atkins said Lake Road was much more important than Adams Ferry Road as it is traveled much more. Discussion on the future need for a tandem truck. Advised that he had repaired a culvert on Slang Road which should be replaced next year. J. Moulton asked if the sign for Jackson Road had been moved from East Road. P. Bodington said when he has the backhoe in the area he will do it then. Discussion on construction signs and the Selectboard advised that they had approved the purchase of signs at an earlier meeting. P. Bodington advised that rock salt prices have gone up. Also advised that he is taking two weeks vacation in August.

A. Sullivan mentioned that citizens are complaining about the lack of roadside mowing and she explained that the roadsides will be mowed before winter. She advised Clerk S. Torrey to forward any complaints to a member of the Selectboard. P. Bodington mentioned that there is a great deal of theft of construction signs. A. Sullivan asked P. Bodington if he looked into the snow fence from Country Home Products. P. Bodington stated that it was half the thickness of what we currently use and wouldn’t stand up to wind/snow.

New Business: Dog Warden M. Billings advised the Board that there are only two un-registered dogs left; Larry Garrison and Michelle Rheaume. Both have said they will register their dogs by the next week. He asked for the Board’s consideration in letting him register some of the dogs. He would use a copy of the license and then forward to the Clerk for filing and completion. He added that this may be easier to get a dog registered when he calls on them.

New Business: (Cont’d) The Selectboard does not have a problem with this and M. Billings will speak with the Town Clerk to ensure this can be done. Chair Atkins advised that he make sure to give a receipt for any money he is given. A. Sullivan told M. Billings that he is doing a great job and the town appreciates all his efforts. There was discussion on animal control and M. Billings advised that he didn’t believe the town needs an animal control ordinance at this time and the Selectboard concurred.

Old Business: Discussion of compensation for J. Moulton as Planning scribe. Motion by A. Sullivan, seconded by R. Atkins to set compensation at $25.00 per meeting.

Tax Rate:  The tax rate was reviewed and J. Moulton made the motion to set the municipal tax rate at  $.41. A. Sullivan seconded the motion so voted.
Action Items:  Chair Atkins mentioned that the Town Clerk would like to use the cap versus pre-buy for fuel this winter to for cash flow purposes. Motion by A. Sullivan, seconded by J. Moulton to use the cap buy. So voted.

Discussion on compensation for the Dog Warden position. Chair Atkins advised that there is an annual stipend. The Road Foreman overtime was discussed and it was noted that overtime is still being used which is contrary to the job description. Also discussed was the hiring of S. Bodington who is mowing the town garage and town hall lawns which is also contrary to the job description.

Correspondence was reviewed and check warrants were signed/approved.

Motion by A. Sullivan to adjourn meeting at 9:45 p.m. Seconded by R. Atkins. So voted

Emergency Selectboard Meeting
August 16, 2005

 
The Town of Panton Selectboard convened on Tuesday, August 16, 2005 with the full board in attendance to discuss a personnel issue.
 
Chair R. Atkins called the meeting to order at 9:10 a.m. Motion by A. Sullivan, seconded by J. Moulton to go into Executive Session at 9:15 a.m. to discuss a personnel issue. So voted.
 
Motion by A. Sullivan, seconded by J. Moulton to come out of Executive Session at 10:45 a.m., seconded by J. Moulton. Motion by A. Sullivan to accept Road Foreman Paul Bodington’s letter of resignation dated August 12, 2005. Motion was seconded by J. Moulton. So voted.
 
Chair Atkins adjourned the meeting at 10:49 a.m.
